DISCUSSION OF PROPOSED OUT-OF-TURN PLAN AMENDMENT S02-II-V2 (FAIRLEE/VIENNA METRO) TO THE FAIRFAX COUNTY COMPREHENSIVE PLAN, AND POSSIBLE COMMUNICATION FROM COUNCIL TO THE FAIRFAX COUNTY PLANNING COMMISSION.

Discussion took place relative to the proposed development, the County staff recommendation to approve the out-of-turn amendment, and the fact that issues such as traffic impact and other detailed issues will not be considered until the application for rezoning is heard; the issue of higher density that will allow for 2400 residential units, 300,000 square feet of office space, additional 30/40 thousand square feet of retail space; and the extension of Vaden Road will be heard as part of the current application. Councilwoman Cole indicated that the hearing before the County Planning Commission had been scheduled for July 22, 2004, and the Council should determine if a position should be put forth at the hearing. Further discussion continued as to the wording in conveying the Council’s position...

It was moved that the Town Council communicate to the County Planning Commission, by letter or testimony or both, its opposition to the proposed out-of-turn plan amendment S02-11-V2, Fairlee/Vienna Metro), to the Fairfax County Comprehensive Plan, as presented. It was further moved that the Mayor or her designee may prepare a letter or testimony or both to that effect.

Mayor Seeman requested the Vice Mayor, Councilwoman Cole, to draft the position statement and address the County Planning Commission on behalf of the Town.
